Every civilization has its values and certain characteristics differentiating it from other cultures. Cultures with shared characteristics amalgamate through their values to create civilizations. Civilizations are formed according to geographical features, climate and cultural qualities. It has been accepted that the civilizations shaped by the nomadic life style and settled life are distinct from each other. Actually both life styles are in need of the other and they are in a symbiotic relationship. The city dwellers are in need of animal products presented by the nomads, while the nomads had to frequent markets on the outskirts of cities to trade for agricultural products. Turkic civilization has developed on the intersection of these two life styles and left a rich cultural heritage.
This research and application center is established to help in the presentation of the Turkic civilization with its political, administrative and cultural benefits for the human history. On this purpose, many congresses, symposiums, seminars and international conferences have been organized with the participation of specialists from all over the world. The conference materials have been published for the use of wider audience. A library has also been founded with more than three thousand books especially on the fields of turkology, history, archeology, political science and sociology in Turkish, Kyrgyz, Russian and English on the researchers' and students' disposal.
In 2013 the center has been restructured in order to enact projects, education facilities, cooperation with other research centers, student and academic exchange programs in addition to ongoing activities like publications, congress and seminar organizations. Through the international projects and agreements, it is aimed to help to the academic formation of university members and students. The center has started to support researchers from different countries. Additionally especially on linguistics and history new publications are being prepared and research projects are being implemented.
